As many 8,000 North Korean troops have reached Russia's Kursk border region and are ready to enter combat with Ukrainian forces in the coming days, Secretary of State Antony Blinken said Thursday.
"Should these troops engage in combat or combat support operations against Ukraine, they would become legitimate military targets," Blinken told a news conference after US-South Korea talks.
