Dubai to issue special learner's passport to every newborn

The Knowledge and Human Development Authority (KHDA), during the launch of the 'Education Strategy 2033', announced to issue a 'Learner’s Passport' to every newborn in Dubai.


The aim is to track the child's educational progress and help parents make informed decisions about their children’s education.


This initiative was developed in partnership with the Dubai Health Authority.


KHDA Director General Aisha Miran explained that the learner’s passport is designed to ensure every child’s right to education.


"It will register children of compulsory school age, monitor their school enrollment, and take prompt action if a child is not enrolled, ensuring no one is deprived of education", she said.


Aisha added, “From birth, children will be entered into the system, providing clear information on the educational stages available, including local nurseries.”


She also noted that the enrollment rate of Emirati children in early childhood centers is below the global average, which negatively affects their development and academic success. Highlighting that 90% of a child’s brain develops between birth and age five, she stressed the importance of this period for future academic achievement.
