Pakistan Tehreek-i-Insaaf (PTI) has been given permission to stage a rally in Lahore tomorrow (Monday) but with a long list of conditions, reported 24NewsHD TV channel.
The channel report said the Punjab Chief Minister Mohsin Raza Naqvi directed the district administration of Lahore to meet with the PTI’s leaders and finalize the strategy for the rally.
After the meeting with PTI leaders, the district administration allowed the PTI to hold a peaceful rally in the provincial capital city on Monday with the conditions.
Earlier, PTI intended to hold rally on Sunday but the district administration did not issue no objection certificate to it. When PTI leaders insisted to hold rally at all costs, the Punjab government had imposed a section 144 in the city. As a result, PTI chairman Imran Khan postponed the rally after suggesting his supporters remain peaceful given section 144 in Lahore.
Later, PTI Chairman Imran Khan again announced to initiate of a protest rally in the city on Monday. In this regard, PTI leaders also filed an application to District administration seeking a permission for the rally.

According to an official approval that reached at the PTI Lahore office later this Sunday evening, says that since holding of public rally in Lahore entails high security risk due to general and specific threats against political gatherings so the permission on proposed route is being issued after submission of undertaking by the organizer to the effect that in case of any untoward incident he shall be held responsible.
District Administration and District Police propose to issue NOC for holding of public rally in Lahore on March 13 subject to the following conditions-
1) Organizers will be responsible for ensuring security of all participants, route, measures for controlling stampede.
2) Organizers will nominate focal persons who will coordinate with Superintendent of Police, concerned and SP Traffic Police to ensure smooth conduct of the rally.
3) Traffic Police will devise and implement comprehensive traffic plans for ensuring proper traffic flow. Traffic Police will issue an implement a detailed traffic plan and advisory for the event.
4) Organizer shall be responsible for any damage to the public property.
5) The use of deck/sound system shall be regulated under the provisions of Punjab Sound Systems (Regulation) Ordinance, 2015.
6) The Volunteers/Razakars of the organizer shall be responsible to control the participants of the Public Rally and make sure that participants remain peaceful and disciplined on the route while being searched.
7) The organizer shall ensure that minor children are not brought to the Public Gathering.
8) No one shall be forced to close their business.
9) No speeches against constitutional offices / Armed Forces/ Judiciary shall be uttered.
10) No one shall be allowed to be part of the rally with batons.
11) There shall be no utterance which is likely to injure the feeling of any religious group/party/sect.
12) Display of fire arms shall be strictly prohibited and fireworks shall not be used.
13) No mobile van or any other vehicle shall be used for the announcement of the Public Gathering.
14) No reception desks by the organizers shall be established without prior knowledge and approval of the District Police which will allow the establishment of reception desks at designated spots.
15) There shall be no wall chalking in any part of the city regarding the Public Gathering.
16) Streamers Banners shall only be hanged after approval from the PHA. No banner/streamer if allowed by PHA shall contain any objectionable contents. 17) Peaceful atmosphere shall be maintained at all times.
18) Objectionable/ offensive slogans shall be prohibited.
19) No one shall be forced to attend the Public Gathering from within the City or from any other District.
20) For safety of the general public, maintenance of law and order and normalcy at the venue, District Police shall check/search any vehicle/person coming to attend the Public Gathering. No hindrance shall be created by the organizers in this regard.
21) No effigy flag of any political, religious party or any person belonging to any country shall be burnt.
22) The administration/management of Public Gathering shall fully cooperate with District Police for ensuring different arrangements.
23) The organizers shall ensure that workers/participants coming from out of District abide by the conditions under which the permission is being granted.
24) The organizers shall make sure that all the conditions are fulfilled/ observed till the Public Rally comes to an end and the workers/participants are dispersed peacefully and reach their destinations. The Organisers will ensure that the rally ends before 5:30 pm.
25) The operation of this NOC shall be subject to any subsequent guidelines/ directions issued by the Government.
