Khyber Pakhtunkhwa Finance Minister Aftab Alam, while delivering a post-budget speech in the Provincial Assembly, said that to provide health facilities to the masses at their doorstep, the KP govt was aimed at revolutionizing the health department, reported 24NewsHD TV channel.
He said the caretaker set-up, which was given a 3-month mandate, ruled the province for 13 months. He said the caretaker government illegally presented a four-month budget while more than 2700 illegal appointments were also made by the caretakers. He said the KP government will probe the misuse of funds by the caretaker in the province.
He claimed that PTI's previous government recruited thousands of doctors in the province for the poor people. He said according to the NFC award formula, the KP govt owed Rs1500 rupees royalty from the centre.
KP govt will also raise the issue of the net profit of electricity with the centre and KP govt will also talk to the centre about the per unit price of the electricity.
KP Finance Minister urged the centre to provide a due share of the province so that the government can spend it on public welfare. The Finance Minister said KP’s share in the NFC award was 19 percent which was not being handed over to the KP government. He said hurdles were being created in the NFC award funds.
The Finance Minister said the federal government's promise regarding funds for tribal areas districts was not being fulfilled. He said the centre was providing only Rs18 billion out of the Rs100 billion share of tribal areas. He said how the KP govt will provide funds for the development projects. He said the BRT Bus project was not a revenue project rather it was a welfare project and the government would make BRT a financially stable project.
Finance Minister Aftab Alam said the KP govt during the previous term gave complete freedom and powers to the police department and PTI faced the music of this action. He said like the reservations of all honourable members, he too had reservations about the police department.
Aftab Alam said if the assembly session was not taking place, the cabinet could approve the budget in the form of an advance grant.
The Finance Minister said the KP govt was bringing changes in government departments while the education sector was making more improvements in the coming period.
MPA Azam Khan while taking part in a budget debate during the assembly session said unconstitutional steps were taken during the caretaker set-up. He said an inquiry commission should be made against the caretaker government who robbed the poor people.
He said the idea of reforms in the pension of the govt employees was started by the caretaker government.
He said the centre directed the KP government to impose a tax on districts of FATA while it was decided during the merger of the Fata in KP province that any of new tax would not be imposed before one hundred years.
He said the KP government will support the people of these districts against the centre’s proposals.
KP Assembly member Riaz Jan while taking part in the pre-budget session said this budget has nothing to do with public welfare projects. He said the FATA Development Authority was dissolved in haste. He said the people of FATA had believed that after the merger with the KP govt, they would be more happy and prosperous but it was quite the contrary. He said no development project was started in Waziristan by the govt, adding that and KP govt should keep in mind that Waziristan was part of their province.
