KP Excise Dept hit by mega scam involving distribution of seized luxury vehicles

A big scam has been unearthed in Khyber Pakhtunkhwa where the Excise Department director-general has allegedly distributed at least 80 seized vehicles worth billions of rupees among his own people, reported 24NewsHD TV channel on Saturday.
According to the documents, during the stint of the interim KP government, the Excise DG Akmal Khattak allegedly distributed dozens of non-custom paid vehicles including luxury cars seized by the department among his own kith and kin by bypassing the provincial allotment committee.
Under the Excise Seizure and Disposal Rules 2015, the seized vehicle has to be deposited in the provincial warehouse within 24 hours.
Once the investigation is complete and the offence is proven, the vehicle is confiscated by the government.
The confiscated vehicles can be used by the Excise Department in operational duties, according to the rules.
The remaining vehicles have to be sent to the administration department so that the provincial government could auction them.
The seized vehicles are used by the provincial government after permission is granted by the allotment committee headed by the Excise Secretary.
But dozens of vehicles were distributed illegally by bypassing the provincial allotment committee.
DG Excise Akmal Khattak allegedly distributed the seized vehicles among his friends.
The chief secretary and the chief minister also seem helpless before the Excise DG who allegedly has got appointed SHOs of several police stations in exchange of thousands of rupees monthly.
Sources revealed that the DG has also allegedly received millions of rupees in bribes from the smugglers of non-custom paid vehicles in Mardan, Swabi, and Nowshera.
