PA Speaker replies to Governor's letter, elucidates his ruling’s constitutional worth

Punjab Assembly (PA) Speaker Sabtain Khan on Thursday replied to the letter of Governor Balighur Rahman and clarified the constitutional position regarding his ruling in a letter to the Governor.
According to the 24News HD TV channel, in his letter, Sabtain termed the letter written by Punjab Governor to him contrary to the facts.
Speaker Sabtain said under Article 209 A of the Punjab Assembly Rules of Procedure, the meeting called by the governor was unconstitutional under the ruling issued on December 20 because the Speaker has the authority to rule on every matter presented in the House.
He further said in the letter that the Speaker can take independent decisions on the proceedings of the Assembly and the ruling given by the Speaker is fully protected under Article 69 of the Constitution of Pakistan.
PA Speaker also said in his letter that the letter sent by the governor to him has no legal status.
He said no meeting of the assembly was called on December 21, so how could the chief minister take a vote of confidence, your saying that because of me the Chief Minister could not take the vote of confidence is wrong.
Sabtain Khan also said in his letter to the governor that his ruling of December 20th is perfectly legal and the Punjab Governor's letter regarding December 21st has no legality.
