The City News Network (CNN) has detected the reasons behind the withdrawal of the portfolio from Minister for Home and Prison of Sindh Brigadier (Retd) Haris Nawaz.
According to the CCV revelations, the caretaker provincial minister had appointed and transferred officers within the department via verbal orders, exercising the powers typically reserved for the caretaker chief minister.
In a particularly noteworthy development, junior officer Muhammad Hassan Sahto was appointed as the Acting Inspector General (IG) Prisons through a verbal order.
The Home Department issued a notification for the appointment to the cadre post of IG Prisons, which, according to protocol, requires the permission of the Election Commission.
This controversial move effectively bypassed the caretaker Chief Minister of Sindh, who is typically vested with the authority to make such appointments.
Moreover, Mohammad Hasan Sohto was additionally appointed as the Jail Superintendent of the Central Jail. He also assumed the role of the Deputy Inspector General (DIG) of Karachi Range. This raised concerns, especially among senior officers who felt overlooked.
Syed Anwar Mustafa, a junior officer, was designated as the Acting IG Prisons, despite the presence of more senior officers in the department.
Notably, Qazi Nazir Ahmed, the most senior officer with prior IG jails experience, was passed over in favor of junior appointments.
This decision led to strong reservations from senior officers and stakeholders within the department. Consequently, the portfolio of the Prisons Department has been withdrawn from the provincial minister, and it will now remain under the jurisdiction of the caretaker chief minister.
